Born to Jason and Hazel (Howard) Potter on March 24, 1924, in Sackets Harbor, New York, Clellia Irene Potter was the third of four children. She passed away on April 28, 2023, at the age of 99, peacefully at home in Frederick, Maryland. Clellia married James (Jim) Spicer on May 27, 1944. Together, they had two sons: Clair (Hoss) and William (Bill). She had four grandchildren: Jessica Spicer, Carrie Kaptur (Justin Pearson), Olivia Darrell (Michael), and James Spicer, Jr. (Kelly). She had six great-grandchildren: Madison Spicer, Dominic and Gavin Kaptur, and Karissa, Amaya, and Isla Darrell.

Clellia’s family moved to Mexico, NY when she was a child, and she graduated from Mexico Academy and Central High School in 1943, where she played the French horn in the band. She then attended and graduated from the Beaux Art School of Beauty in Syracuse, NY. Upon becoming a licensed beautician, Clellia opened and managed her own beauty salon, Clellia’s Beauty Salon, where she worked alongside lifetime friend, Lucy Emery. She retired in her 80s. She enjoyed playing pitch, dancing, drawing, painting, knitting, telling jokes, and watching her
sons snowmobile. She kept her sense of humor to the end. Most of all she loved spending time with her family and friends.

Clellia was predeceased by her husband Jim, her son Clair, her daughter-in-law Michelle Spicer, her siblings Beulah Jackson, Bernice Burns and Howard Potter, and several in-laws.

Clellia is survived by her son Bill, daughter-in-law LuAnn, grandchildren, great- grandchildren, sister-in-law Jeanette Spicer, many nieces, nephews, and a host of family and friends.

Funeral Services will be celebrated at 1 p.m. on Wednesday, May 3, 2023 from Harter Funeral Home, Inc. 2983 W. Main Street, Parish, NY.
